Should every commercial site really be secured as an impenetrable fortress?
Security is a hot topic in the business world. Everyone is conscious of the worrying figures on criminality and terrorism.But is the risk really so great? Should every commercial site really be secured as an impenetrable fortress? We asked Mr Emiel De Smet, a certified security advisor.
Sooner or later every business manager becomes aware of the need for security.This may be a spontaneous awareness or the result of stricter legislation and regulation within a sector. In the worst case the awareness is the result of a negative experience.
How real are the risks?
E. De Smet:“Everyone knows that crime figures are rising.Like the economy, crime is also globalising. Just think of international crime and terrorism: not just direct attacks, but food poisoning or the dissemination of pathogens are also possible weapons. This resulted in new international regulations, where the entire production and supply chain must be secure.”
In addition to the concrete threat there is also a matter of an increased feeling of insecurity. Even if this cannot always be defined very well, companies must take the necessary precautions to provide adequate protection for staff, neighbouring residents, users, customers and their own investments.
Risk analysis
The security is given concrete shape after the process of awareness. The first step is a regular analysis of the threat,” the advisor continues.“This may be realised from a neutral vision by specially trained internal members of staff or by external experts. The infrastructure, the environment, the organisation, the procedures and means to chart the current situation are analysed. Diverse members of staff are also questioned: the CEO, the security staff, the warehouse managers, etc.” Every possible threat is considered and tested against their probability and impact.The objectives are then defined to limit the risks to a specific percentage.
‘Attractive’ companies
Some commercial sites form attractive targets for criminals, demonstrators, vandals, etc. simply as a result of their structure. Others are targeted due to their newsworthiness. Just think of military targets, nuclear power stations or pharmaceutical companies.Image also plays a role. Moreover a company has a responsibility to the environment and cannot afford to take any risks. The first requirement is consequently to secure the perimeter so that unwanted visitors are kept at a distance.
“The fencing should be chosen in relation to the specific situation and need,” says Mr De Smet. “Sometimes it is enough to keep pedestrians away, in other places forced ramming with vehicles must be prevented. Very importantly:a chain is only as strong as its weakest link.What is the point of a fence with a delaying factor with detection if there is no response to the alarm?” Consequently it is clear that the organisation and procedures within the company must be coordinated with the security policy.
Customisation
Mr De Smet has experience as a security expert in diverse sectors: electricity, military sites, computer centres, industry, petrochemicals, storage facilities, etc. His motto:“Perimeter security is like a tailored suit, not off the shelf. The uniqueness of every project must be considered. Should one opt for dissuasion or is delaying (the time the enclosure withstands intruders and gives the security services the chance to intervene) essential?” And the financial picture? “It may be worth involving the insurance company in the project to obtain premium reductions on the policy,” advises Mr De Smet.
Perimeter security is as good as a necessity these days. Taking one-off measures is not sufficient however. Security requires a 360° approach; it is a ‘never ending’ story.New evaluations and analyses must constantly result in adjustments in relation to the organisation, procedures and physical & electronic equipment.
